Eligibility Criteria
Applicants must meet the following requirements:
- Must be non-Chinese citizens holding a valid foreign passport.
- Must be in good physical and mental health.
- Must have good academic performance and personal conduct.
- Must be a citizen of one of the 10 eligible countries listed above.
Bachelor’s Applicants
- Must generally be no older than 25 years.
- Must hold a high school diploma or above.
- Applicants under 18 years of age must provide notarized guardianship documents for a guardian residing in Beijing, China.
Master’s Applicants
- Must generally be no older than 35 years.
- Must hold a Bachelor’s degree or above.
Additional Nationality Requirements
Applicants whose parents are Chinese citizens settled abroad and who acquired foreign nationality at birth, or former residents of Mainland China, Hong Kong, Macao or Taiwan who later emigrated and obtained foreign nationality, must provide the relevant supporting documents in accordance with Ministry of Education Document No. 12 (2020).
Language Requirements
Bachelor’s Degree Programs:

- HSK Level 5 with a minimum score of 180.
- CSCA examination results in Liberal Arts Chinese and Mathematics.
Master’s Degree Programs:
- HSK Level 5 with a minimum score of 210.

Required Application Documents
Applicants should prepare the following documents:
- Chinese Government Scholarship Application Form.
- CUFE International Student Application Form.
- Passport information page.
- Graduation certificate or diploma.
- Complete academic transcripts from the previous academic level.
- HSK certificate and examination results.
- CSCA examination results (Bachelor’s applicants).
- Study plan (approximately 1,000 Chinese characters).
- Two recommendation letters.
- Foreigner Physical Examination Form.
- Non-Criminal Record Certificate issued by the local police office.
Recommendation Letter Requirements
For Bachelor’s Applicants:
- Two recommendation letters from a school principal or class teacher.
For Master’s Applicants:
- Two recommendation letters from associate professors or scholars holding equivalent or higher academic titles in the relevant academic field.
Additional Document Instructions
- Applicants who have not yet graduated must provide a pre-graduation certificate from their current institution, including their expected graduation date and academic performance.
- Documents must be submitted in Chinese or English.
- Documents in other languages must be accompanied by notarized Chinese or English translations.
- The electronically signed CUFE application form must be uploaded to the attachment section.
- All information and supporting documents must be authentic.
Application Procedure
Applicants must complete both the CSC online application and the CUFE university application.
Step 1: Apply Through the CSC Online Application System

Complete the Chinese Government Scholarship application form and save the application.
Enter the following information:

Step 2: Apply Through the CUFE International Student Service System
Visit:
Register an account and complete the university application.
Upload all required documents and submit the application.
Applicants must also pay the 600 RMB non-refundable application fee.

Only online payment through the application system is accepted. Bank transfers are not accepted.
Step 3: Participate in the Online Interview
Applicants who pass the document review must participate in an online interview arranged by the relevant school or faculty.
Interview details will be communicated through the applicant’s registered email address.
Step 4: Upload the Pre-Admission Letter
Applicants who pass the interview and are shortlisted for proposed admission must upload the pre-admission letter issued by CUFE to the CSC online application system.
Step 5: Final Scholarship Selection
CUFE will recommend eligible candidates to the China Scholarship Council for final scholarship evaluation.
Successful applicants will receive the official scholarship results and further admission instructions.
