Hefei University of Technology (HFUT) has announced the 2027-2028 Chinese Government Scholarship (CSC) – High-Level Postgraduate Program for international students. Applications are invited for Master’s and PhD degree programs for the September 2027 intake.
The High-Level Postgraduate Program is a full scholarship funded by the Ministry of Education of China. HFUT aims to recruit outstanding international students with excellent academic backgrounds, professional abilities and research potential.

The scholarship is subject to an annual review. Students who pass the annual review can continue receiving scholarship support for the following academic year.

Eligibility Criteria
Applicants must meet the following requirements:
- Applicants must be non-Chinese citizens and in good physical and mental health.
- For Master’s Applicants:
- Must hold a Bachelor’s degree by September 1, 2027.
- Must not be older than 35 years.
- For PhD Applicants:
- Must hold a Master’s degree by September 1, 2027.
- Must not be older than 40 years.
- Academic Requirements:
- Applicants should have good learning ability and academic performance.
- The average grade in the previous stage of study must be at least 75%.
- PhD applicants should have previous scientific research achievements, including published research papers, patents or officially recognized research awards.
Language Requirements
Chinese-Taught Programs:
- HSK Level 4 or above.
English-Taught Programs:
Applicants must demonstrate English proficiency equivalent to one of the following:
- IELTS: 6.0
- TOEFL: 85
- TOEFL Essentials: 9
- Duolingo: 100
Applicants who cannot provide standardized language test certificates may submit proof of instruction language if their previous academic studies were conducted in Chinese or English.
Required Application Documents
Applicants should prepare the following documents:
- Passport biodata page (ordinary passport with more than one year of remaining validity).
- Notarized highest degree certificate.
- Academic transcripts covering all semesters of previous undergraduate, Master’s and PhD studies, where applicable.
- Two recommendation letters from professors or associate professors.
- Chinese or English language proficiency certificates.
- HFUT Supervisor’s Acceptance Letter (optional).
- Study Plan.
- Foreigner’s Physical Examination Form.
- Police Clearance Certificate.
- Financial Guarantee Statement.
- Certificate of Student Conduct (for applicants currently studying or previously studied in China).
- Previous scientific research achievements (for PhD applicants).
- Art/Design Portfolio (for applicants in Architecture or Urban and Rural Planning).
Important Document Instructions:
- The passport must have more than one year of remaining validity.
- The physical examination result is valid for six months.
- The Police Clearance Certificate must be issued within six months before the application submission date.
- The Financial Guarantee Statement must be submitted with the guarantor’s ID certificate and bank statement. The minimum amount should be 30,000 RMB or equivalent foreign currency.
- Applicants currently residing in China must also provide a valid visa or residence permit.
- Documents not written in Chinese or English must have a notarized translation into Chinese or English.
- All uploaded documents must be clear, authentic and valid.
Supervisor Acceptance Letter: It is not mandatory. However, applicants who provide an acceptance letter from an HFUT supervisor will receive priority consideration.
Application Procedure
Applicants must complete the HFUT university application first. Those who receive a pre-admission notice must subsequently complete the Chinese Government Scholarship application.
Step 1: Prepare Application Documents
Prepare all required documents, including educational certificates, academic transcripts, recommendation letters, study plan, language certificates and other supporting documents.
Step 2: Apply Through HFUT Online Application System
Visit the official HFUT International Student Online Service System:
Register an account and complete the online application.
For the program type, select:
Chinese Government Scholarship – High-Level Postgraduate Program
Deadline: February 28, 2027
Each applicant can apply for only one degree program.
Step 3: Initial Qualification Review
The HFUT Admissions Office will review the completeness and authenticity of application materials within five working days.
Applicants may be asked to submit supplementary documents before the application deadline.
Applicants who pass the initial review must pay a non-refundable application fee of 400 RMB.
Step 4: Comprehensive Interview
After confirmation of the application fee payment, applicants will receive an email notification about the comprehensive interview within 7–10 working days.
Interview results will be sent through the application system or email.
Step 5: Academic Interview
Applicants who pass the comprehensive interview will participate in a departmental academic competence interview in early March 2027.
Step 6: Receive Pre-Admission Notice
Applicants who pass all reviews and are recommended for the Chinese Government Scholarship will receive a pre-admission notice from HFUT in mid-March 2027.
Step 7: Apply Through the CSC Online Application System
Applicants who receive the HFUT pre-admission notice must complete the Chinese Government Scholarship online application.

CSC Application Deadline: March 20, 2027
Applicants must upload the same documents submitted to HFUT, together with the HFUT pre-admission notice.
For PhD applicants, the study plan must be signed by the Chinese supervisor.
Applicants who fail to submit their CSC application by March 20, 2027, will be considered to have given up their HFUT nomination.
Step 8: Final Scholarship Selection and Registration
The China Scholarship Council will conduct the final review of candidates recommended by HFUT.
Applicants who are not approved for the Chinese Government Scholarship will automatically enter the review process for the HFUT Scholarship.
Successful students are expected to start studying at HFUT in early September 2027.
Important Notes
- Students who have already received other Chinese scholarships or funding are not eligible for this scholarship, except for one-time rewards.
- Applicants must participate in the annual scholarship review.
- All information and documents must be authentic.
- HFUT has not authorized any individual or intermediary agent to process Chinese Government Scholarship applications. Applicants should avoid paid services or false promises from intermediaries.
