Northeast Electric Power University (NEEPU) has announced its Chinese Government Scholarship — High-Level Postgraduate Program for the 2027-2028 academic year.
The program supports international students pursuing Master’s and doctoral degrees. Applicants apply directly to NEEPU first. Following university assessment and pre-admission, recommended candidates complete their CSC application.

Important Deadline Clarification
The notice lists 1 January 2027 as the program application deadline. A separate instruction requires candidates who receive pre-admission to complete their CSC application before 1 March 2027.
Applicants should submit their initial university application before the January deadline and confirm the subsequent schedule with NEEPU. Do not wait until March to make your first application.
Scholarship Benefits
The official brochure states:
- Tuition waiver.
- A monthly living allowance during the scholarship period.
- Access to on-campus apartment accommodation during the scholarship period.
- A requirement to purchase comprehensive medical insurance during study.

Eligibility Criteria
Applicants must:
- Be non-Chinese citizens in good health.
- Have excellent academic records and meet the requirements of their chosen major.
- Submit complete application materials.
- Not receive another scholarship for the 2027-2028 academic year.

Applications that do not meet the language requirement will not be accepted.
Current-year graduates may apply with an official pre-graduation certificate confirming that they can graduate and obtain their certificate before July of the enrollment year.
Required Documents
1. Chinese Government Scholarship Application Form
Complete the form in Chinese or English through the CSC system at the appropriate application stage.
2. Passport Information Page
The notice requires passport validity extending at least six months beyond the expected graduation date. Renew your passport if necessary and confirm this requirement with NEEPU.
3. Notarized Highest Academic Qualification
Current students should provide an expected graduation certificate or official enrollment certificate.
4. Academic Transcripts
Submit official, stamped transcripts from undergraduate studies onward, including subsequent study where applicable, through the latest semester.
5. Language Proficiency Certificate
Provide a valid HSK Level 4 or higher score report meeting the relevant admission requirements.
6. Study Plan
Submit a study plan of at least 1,000 words, written in Chinese or English.
Doctoral applicants must obtain their Chinese supervisor’s signature on the study plan.
7. Two Recommendation Letters
Provide two letters from professors or associate professors, written in Chinese or English. They should address academic ability, study objectives and future potential.
8. Research Achievements or Portfolio, Where Applicable
Include publications, research achievements, representative works or abstracts. Applicants to relevant art or design programs should provide the required portfolio.
9. Guardianship Documents, If Applicable
Applicants younger than 18 must submit legal documents relating to their guardian in China.
10. Foreigner Physical Examination Form
Submit a copy completed in English and retain the original.
The examination must cover all required items and include the applicant’s photograph, the required seal across the photograph, the physician’s signature and the hospital stamp.
Medical examination results are valid for six months.
11. Non-Criminal Record Certificate
Provide a valid certificate issued by the competent local authority, normally within six months before application.
12. Pre-Admission Materials
Upload the university-issued pre-admission documents when completing the subsequent CSC application.
Documents in other languages must include the required Chinese or English translations. All scans must be clear, authentic and valid.
How to Apply — University First, CSC Afterwards
Step 1: Choose Your Program
Review the official major catalog and confirm that you meet the academic and language requirements.
Step 2: Email Your Application to NEEPU
Send your application materials to:
The brochure states that preliminary feedback is normally provided within three working days. Submit any requested supplementary documents before the applicable deadline.
Step 3: Complete University Assessment
NEEPU reviews the documents and conducts professional examinations or assessments. Selected applicants receive a pre-admission notice.
Step 4: Complete the CSC Application
After obtaining university recommendation and pre-admission:
- Register at the CSC Online Application System.
- Select Program Category B.
- Enter Agency Number 10188.
- Complete the form and upload supporting documents, including the pre-admission notice.
- Submit before 1 March 2027, following any earlier instructions issued by NEEPU.
Step 5: Final Scholarship Review
NEEPU submits its recommended candidates to the China Scholarship Council. CSC conducts the final academic and eligibility review, and the university communicates the admission results.
University recommendation or pre-admission does not guarantee a scholarship.
Supervisor and Pre-Admission Requirements
Doctoral applicants need a Chinese supervisor’s signature on their study plan.
The brochure does not separately list a supervisor acceptance letter as a universal requirement for both degree levels. It does require university-issued pre-admission materials for the later CSC application stage.
Important Conditions
- Scholarship recipients must participate in the annual review from March to May.
- Continued scholarship support depends on passing that review.
- Study, research and thesis work must be completed on campus. Special absences during the semester require the prescribed approvals.
- Concurrent scholarship funding prohibited by the notice can lead to cancellation and repayment. Deliberate concealment also results in a three-year CSC application ban.
- Original documents and scholarship eligibility will be checked at registration.
- NEEPU does not authorize intermediaries or individuals to guarantee admission, collect fees or issue admission notices on its behalf. Use official university channels.
