Applications are open for the Ocean University of China Chinese Government Scholarship 2027-2028 under the High-Level Graduate Student Program.
This full scholarship supports outstanding international students pursuing Master’s and doctoral degrees at Ocean University of China (OUC) in Qingdao. It covers tuition, on-campus accommodation, a monthly living allowance, and comprehensive medical insurance.
The CSC online application deadline is February 15, 2027. Applicants must also pay the RMB 400 non-refundable application fee by this date.

Tuition Waiver
Scholarship recipients are exempt from tuition fees.
Free On-Campus Accommodation
OUC provides free accommodation in its international student apartments, generally one bed in a twin room.
Chinese Government Scholarship recipients are required to live on campus according to OUC regulations.

Eligibility Requirements
Applicants must:
- Be non-Chinese citizens in good physical and mental health.
- Have excellent academic performance.
- Meet OUC’s academic, language, and other admission requirements.

Language Requirements
Chinese-Taught Programs
Applicants must provide a valid HSK Level 4 report with at least 180 points, meeting the relevant program’s language requirements.
English-Taught Programs
Applicants whose native or official language is not English must provide one of the following:
- IELTS 5.5 or above
- TOEFL 80 or above
- Other evidence of equivalent English proficiency
- An official certificate from their previous university confirming that their previous degree was taught entirely in English
- Evidence of studying in an English-speaking country for at least one year
How to Apply
Step 1: Pay the Application Fee
Pay the RMB 400 application fee by bank transfer before the February 15, 2027 deadline.

The application fee is non-refundable, regardless of the admission result. Applications without the required payment will not be considered.
Step 2: Complete the CSC Online Application
Register and apply through the:

Complete the Chinese Government Scholarship Application Form and upload the required application documents.
Step 3: Submit a Complete Application
Check all information and documents carefully before submission.
Personal information—including your name, date of birth, and place of birth—must match your passport information page.
The notice states that application materials generally cannot be modified or supplemented after submission.
Step 4: Attend the University Interview
OUC will review applications, arrange interviews, and select candidates for nomination.
Interview arrangements and important application updates will be sent by email. Check your registered email regularly.
Step 5: Final CSC Review
Nominated candidates will receive scholarship funding only after approval by the China Scholarship Council.
CSC will issue electronic copies of the Admission Letter and JW201 form through its system. Applicants will receive an email notification.
Required Application Documents
1. Chinese Government Scholarship Application Form
Complete the form in Chinese or English through the CSC online system.
2. Passport Information Page
Provide a clear copy of your passport information page.
The Chinese notice requires passport validity beyond September 2027. Renew your passport if necessary.
3. Notarized Highest Diploma
Submit your notarized highest academic qualification.
Current students must provide an expected graduation certificate or official proof of student status issued by their institution.
Documents in languages other than Chinese or English must include notarized English translations.
4. Academic Transcripts
Provide transcripts from undergraduate studies onward, including Master’s and doctoral studies where applicable, through the most recent semester.
Transcripts must be issued and stamped by the institution’s academic affairs office, graduate school, or relevant student administration department.
Documents in other languages must include the required notarized English translations.
5. Language Qualification Certificates
Provide the valid HSK or English-language evidence required for your selected program.
6. Study Plan or Research Proposal
Submit a proposal written in Chinese or English, containing more than 1,000 Chinese characters or English words.
PhD applicants must have their proposal signed by their Chinese supervisor.

7. Two Recommendation Letters
Submit two recommendation letters from professors or associate professors, written in Chinese or English.
The letters should discuss:
- Your objectives for studying in China
- Your academic and overall abilities
- Your potential for future development
- Relevant cooperation between supervisors or exchanges between institutions

8. Portfolio, Where Applicable
Applicants to arts, design, or related programs should provide their own work, such as videos or paintings.
Materials may be uploaded under “Example of Art/Other Supporting Documents” or submitted through another method requested by OUC.
9. Guardian Documents, Where Applicable
Applicants under 18 must submit the relevant legal documents of their legal guardian in China.
10. Foreigner Physical Examination Form
Submit a photocopy of the form completed in English and retain the original.
The examination must cover all required items. Incomplete forms, missing photographs, photographs without the required seal, or forms lacking the physician’s signature and hospital stamp are invalid.
Examination results are valid for six months.
11. Non-Criminal Record Certificate
Submit a valid certificate issued by the relevant local public security authority, normally within the six months before submitting the application.

Complete the CSC online application and pay the application fee within the required period.
Important Application Instructions
- Incomplete applications or applications without the fee payment will not be considered.
- All uploaded documents must be clear, authentic, and valid.
- Provide an accurate telephone number, email address, and mailing address, including the postal code.
- Check your registered email regularly for interview arrangements and scholarship results.
- False information may result in cancellation of admission or student status.
- OUC may not be able to respond individually to every inquiry about application progress.
Scholarship Conditions
Recipients may not simultaneously receive other Chinese government or admitting-university scholarships, except one-time awards.
Violations will result in scholarship cancellation and repayment of funding already received. Deliberately concealing other funding also results in a three-year ban on applying for Chinese Government Scholarships.
After admission, recipients may not change their host university, field of study, or study duration.
Scholarship eligibility will not be retained for recipients who fail to register by the required deadline.
